About this opportunity

The Regional Transportation District (RTD) is requesting proposals for snow and ice removal services at light-rail stations, Park-n-Rides, and parking structures across its service area, with proposals due August 28, 2026, and a non-mandatory pre-proposal briefing on August 11. A 25% Small Business Enterprise (SBE) participation goal applies; proposers must demonstrate adequate good faith efforts to meet this requirement or document compliance with 49 CFR Part 26.53 to be deemed responsive and responsible.

The scope encompasses snow and ice removal across three service lines: the West Line (spanning Golden, Lakewood, and Denver), the I-225 corridor (13 stations and park-n-rides), and the Southeast Rail Extension (three stations in Lone Tree). Services include removal from parking areas, pedestrian walkways, bus shelters, platforms, stairs, ramps, and select public rights-of-way. Facilities range from surface parking lots to multi-level structures with elevators; service frequency varies by location, from as-needed responses to scheduled Monday, Wednesday, Friday schedules. Contractor must maintain equipment year-round, respond to emergency conditions, and comply with RTD safety standards, ADA accessibility requirements, and environmental regulations. Qualified personnel and appropriate winter maintenance equipment are required.

The contract is a fixed-price agreement with an initial three-year term and two optional one-year extensions (five years total), plus a potential six-month extension. Performance runs October through May with monthly invoicing. Pricing is calculated as Fixed Annual Base Fee (divided into eight equal monthly installments) plus variable Snowfall Fees based on actual snow accumulation above average: (Base Cost) + (2 inches above average) × (proposed price per inch). Pricing is structured by service line groupings with separate pricing for base years and optional years.

Contractor must maintain Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Commercial Automobile Liability ($1,000,000 combined single limit), Workers' Compensation, and Umbrella/Excess Liability insurance. SBE subcontractors must be paid within 30 days of invoice; RTD approves any changes to SBE subcontractor scope of work. Proposals must not exceed 30 pages and include technical proposals, financial documentation, organizational charts, key personnel resumes, and completed certifications. Questions are due August 18, 2026. Oral presentations may occur the week of September 7, with final selection anticipated by September 14. RTD reserves the right to award multiple contracts or reject all proposals and re-solicit.
