About this opportunity

The Village of Schaumburg, Illinois is requesting sealed bids for 24-hour snow removal services on designated cul-de-sacs throughout the village under IFB 2026-IFB-051, with bids due August 7, 2026 at 10:00 a.m. via the Village's OpenGov e-Procurement Portal and questions due July 31, 2026 at 10:00 a.m.

The scope covers all cul-de-sacs identified in the attached street list and maps (approximately 500+ locations), maintained across three operational categories based on snowfall accumulation: Operation #1 (less than 5 inches, 12-hour completion), Operation #2 (5 to 9 inches, 15-hour completion), and Operation #3 (9 inches or more, 18-hour completion). The contractor must supply all equipment, labor, supervision, and materials to maintain traffic flow during weekdays, weekends, and holidays; the Village handles adjacent streets. Pricing is structured as lump-sum costs per clearing cycle for Operations #1 and #2 and as hourly equipment rental rates (including operator) for Operation #3, with separate rates required for pickup trucks, dump trucks, end loaders, and specialized machinery.

The initial contract term is one year from award with the Village's option to cancel on 30 days' notice or continue month-to-month for up to four months. Three optional one-year renewal periods are available with economic adjustments tied to the local Consumer Price Index.

The contractor must carry general liability insurance of at least $1,000,000 per occurrence and $2,000,000 policy limit, automobile liability of $1,000,000 combined single limit, and umbrella coverage of $2,000,000, with the Village named as additional insured. A performance bond equal to 100 percent of the contract amount is required before work commences. Bid security of 10 percent of the total bid price in the form of a certified check or bid bond is due with the bid. Prevailing wage requirements apply under Illinois Department of Labor standards. Contractors must comply with Illinois substance abuse program and human rights requirements and provide three municipal government references and proof of equipment ownership or lease agreements.
