About this opportunity

The Village of Oak Park is requesting proposals for snow and ice removal services under RFP #26-122, with proposals due September 18, 2026 at 3:00 p.m. Central Standard Time, and questions due September 16, 2026.

The scope comprises two distinct service categories that may be bid separately or together: back-up plowing and salting assistance for residential streets and alleys during snowfall events of six inches or more, and snow and ice removal for designated Village parking lots and corresponding sidewalks. The Village reserves the right to divide the work between two qualified vendors. Contractors must propose hourly rates for equipment and labor, differentiated by equipment type and day of week for plowing operations and by equipment category for parking lot and sidewalk services.

The initial contract term runs January 1, 2027, through December 31, 2027, with two optional renewal periods available for the 2028 and 2029 snow seasons under the same terms and conditions. Price escalations for renewals are capped at three percent annually, reflecting U.S. Department of Labor Consumer Price Index adjustments for the Chicago-Gary-Kenosha region.

The Village will evaluate proposals based on responsiveness to the RFP, ability to perform services, experience and relevant knowledge, financial stability, contractor references (minimum four from accounts serviced for at least two snow seasons), and cost. Selected contractors must obtain a Contract Bond equal to 100 percent of the contract price and maintain comprehensive general liability insurance with minimum limits of $2 million general aggregate and $1 million per occurrence, workers' compensation coverage, comprehensive automobile liability with $1 million combined single limit, and an umbrella policy with $5 million limits. Liquidated damages of $500 per day apply for uncompleted work beyond contractual deadlines. Proposals must be submitted electronically to Tom Fulton, Streets Superintendent, at tfulton@oak-park.us.
