About this opportunity

The City of Detroit Office of Contracting and Procurement on behalf of the General Services Department seeks qualified respondents to provide concessionaire services including a smoothie bar and healthy concessions stand at the Northwest Activity Recreational Center located at 18100 Meyers Road, Detroit, Michigan. The procurement requires vendors to offer health-conscious food items including smoothies, salads, and cold-pressed juices while prohibiting deep-fried foods, high-sugar energy drinks, alcohol, and CBD products. Minimum qualifications include three years of food service business experience, a current Michigan Department of Agriculture Food Service License, and full disclosure of any health code violations within the past three years. The vendor must implement a senior discount program for customers aged 55 and older and submit quarterly reports on gross sales, peak hours, senior discount usage, and operational issues. Technical proposals will be evaluated on experience and references (35 points), proposed service (30 points), nutritional and health alignment (20 points), sustainability (10 points), and pricing affordability (5 points). The Pre-Bid Conference is scheduled for Thursday, April 2, 2026, at 3:00 PM EST at the facility; questions must be submitted by Monday, April 6, 2026, by 3:00 PM EST through the EUNA Bonfire Supplier Portal; and proposals are due Friday, April 17, 2026, at 3:00 PM EST. The contract term is three years with potential renewal options subject to Detroit City Council approval, and all proposals must be submitted electronically through the EUNA Bonfire portal.

The City of Detroit's Equalization Credit program provides certification-based credits and competitive advantages to Detroit-based businesses, Detroit resident businesses, Detroit headquartered businesses, small businesses, and micro businesses, with equalization allowances ranging from 1 to 5 percent depending on certification type. Respondents must submit valid business certificates at the time of bid submission and comply with all affidavit and disclosure requirements, including notarized Affidavits of Disclosure of Interests and Non-Collusion Affidavits filed with both the bid submission and the City of Detroit Board of Ethics. The vendor will pay $16.00 per square foot annually ($15,392 per year for the 962 square foot space) with a 2% annual increase per year, with electric and water services included in the rental fee; the vendor is responsible for all food and supplies, daily trash removal, daily cleaning, and custodial supplies. The facility is equipped with existing infrastructure including juicers, smoothie blenders, espresso machines, coffee makers, coolers, freezers, hand sinks, a POS system, and dining furniture, eliminating the need for significant capital investment in equipment. Respondents must provide three years of financial statements, proof of System of Awards Management (SAM) registration for federally funded projects, Certificate of Insurance compliant with model agreement requirements including $1,000,000 in Commercial General Liability coverage, and evidence of City of Detroit Treasury Clearance submission or approval prior to City Council award consideration.
