About this file

This is an Equalization Credit Statement issued by the City of Detroit's Office of Contracting and Procurement and Civil Rights, Inclusion & Opportunity Department, effective March 20, 2024. The document outlines the City of Detroit's certification-based equalization credit program for procurement and contracting bidding opportunities. Certified businesses in categories including Detroit Based (D-BB), Detroit Resident Business (D-RB), Detroit Headquartered (D-HB), Detroit Based Small Business (D-SB), Detroit Based Micro Business (D-MB), Construction Workforce Investment Business (CWI), Construction Workforce Development Business (CWD), Joint Venture, and Mentor Venture are eligible to receive equalization credits and competitive advantages. Vendors must submit valid Business Certificates at the time of bid submission to receive applicable credits. For Joint Ventures, at least one firm must be certified as D-BB, D-SB, D-RB, or D-MB and must provide 51 percent of total performance, responsibility, project management, and remuneration while being substantially included in all contract phases. For Mentor Ventures, the certified firm must provide 30 percent of these same requirements.

Equalization allowance credits range from 1 to 5 percent depending on certification type, with Detroit Headquartered Business and Detroit Resident Business receiving the highest credits at 5 percent each. A vendor cannot hold both Detroit Small Business and Detroit Micro Business certifications simultaneously, nor can a business be classified as both a Joint Venture and Mentor Venture. Under Detroit City Municipal Code Section 17-5-12(c)(1), the lowest equalized bidder receives contract award provided the bid does not exceed 12 percent above the lowest responsible bid or $100,000, whichever is less. The Purchasing Director may limit bidding to Detroit-based certified businesses when at least three eligible firms are available, in which case equalization factors do not apply. Interested vendors can contact the Civil Rights, Inclusion & Opportunity Department at 313.224.4950 or CivilrightsCert@detroitmi.gov for certification information and registration details.
