About this opportunity

The State of Wyoming A & I Procurement Office, procuring on behalf of the Wyoming Office of Tourism, is requesting information and proposals for a Smart Wyoming Visitor Flow System through the Public Purchase online bidding platform, with proposals due August 14, 2026 at 2:00 p.m. Mountain Time and questions due July 27, 2026 at 2:00 p.m. Mountain Time. This is an RFI phase designed to evaluate market feasibility, technical architectures, and cost projections before formal funding and procurement strategy.

The scope spans five core modules: Marketing Automation and CRM Hub integration, Data Ingestion and Predictive Architecture, Low-Friction Engagement and Edge Resilience, Generative Storytelling and AI capabilities, and Analytics and Reporting. The contractor must execute end-to-end system design and deployment across a phased roadmap from RFI evaluation through statewide optimization and launch. Work includes multi-agency data integration, field hardware procurement (solar-powered Bluetooth Low Energy beacons), cloud and edge infrastructure deployment, and integration with existing state networks and tourism platforms. Vendors must address five performance domains: multi-agency campaign flow integration, native digital wallet pass generation, edge client resilience and offline accessibility, safety automation logic for dynamic route recommendations, and attribution reporting with analytics dashboards. The contractor is responsible for complete system integration with state data infrastructure standards, approved network environments, and state security protocols. Proposals may include alternative architectures that improve upon baseline technical specifications.

Vendors must provide estimated cost ranges per milestone module and detailed technical approaches. All documents must be in PDF, Excel, or Microsoft Office format and uploaded entirely through Public Purchase by the deadline; incomplete uploads will be deemed non-responsive. Bidders are responsible for monitoring Public Purchase for answers to questions, addenda, and award information; the Wyoming Procurement Office will not distribute updates via email, phone, fax, or mail. Registration with Public Purchase is free.
