About this opportunity
The Illinois Department of Transportation, District 1, is soliciting bids on a 4.87-mile SMART overlay project on Illinois Route 72 (Higgins Road) in Elk Grove Village, Cook County, with electronic bids due September 18, 2026 at 12:00 p.m. via the iCX-Integrated Contractors Exchange system. DBE participation requirements apply and are binding under federal-aid Highway funding.
The scope includes hot-mix asphalt removal, pavement patching, and resurfacing over a gross length of 25,715 feet on a four-lane principal arterial extending from the northbound I-290 ramps to 700 feet north of Landmeier Road. Work also encompasses placement of pavement markings, installation of raised reflective pavement markers, ADA ramps, accessible pedestrian signal (APS) traffic signals, detector loops, and all incidental and collateral work to complete the project per plans and specifications. Contractor personnel performing traffic signal work must hold current International Municipal Signal Association (IMSA) / Illinois Public Service Institute (IPSI) Traffic Signal Technician Level II certification. Hot-Mix Asphalt technician certifications are required for quality control and mix design activities.
The contract completion date is October 31, 2027, with an allowance of 10 working days post-completion for cleanup and punch-list items. The contractor assumes responsibility for normal roadway maintenance from project start. Significant work restrictions apply: lane closures at the I-290/IL 53 interchange are limited to nighttime hours only; closures at the Busse Road intersection are limited to 8:00 p.m. to 5:00 a.m. hours and must not exceed two lanes.
The contractor must coordinate with concurrent IDOT Contract 62V41 and Illinois Tollway Contract I-24-4979 to minimize conflicts. Utility relocations include AT&T manhole adjustments and Nicor gas valve adjustments in Stage 1. The contract will be awarded to the lowest responsive and responsible bidder in accordance with IDOT terms and conditions, and liquidated damages provisions apply for failure to maintain traffic lane openings during specified hours.
