About this opportunity

The Illinois Department of Transportation (IDOT) is requesting bids for smart overlay, ADA and APS improvements on Sibley Boulevard (IL 83) in Cook County spanning the Village of Dolton, South Holland, and the City of Calumet City, with bids due September 18, 2026 at 12:00 p.m. via the iCX (Integrated Contractors Exchange) system.

The scope includes hot-mix asphalt surface removal and resurfacing with binder and surface course; concrete curb and gutter removal and replacement; pedestrian curb ramp (ADA) improvements; accessible pedestrian signal (APS) improvements; installation of raised reflective pavement markers; and thermoplastic pavement marking. The project spans 2.68 miles (gross) and 2.41 miles (net). Work must be completed by October 31, 2027, with 5 working days following roadway opening allowed for cleanup and punch list items.

The contract is funded through Federal-aid highway funds (NHPP-I4E4(128)) and is being constructed concurrently with IDOT Contract 80D33. The contract will be awarded to the lowest responsive and responsible bidder.

Key operational constraints include arterial roadway lane closure restrictions (no closures during peak hours: weekdays 6:00 a.m. to 8:30 a.m. and 4:30 p.m. to 6:00 p.m.) and liquidated damages of $1,000 per 15-minute interval for one blocked lane and $2,500 for two blocked lanes. The contractor must maintain all traffic signals and roadway infrastructure during construction and assume normal maintenance responsibilities beginning on the work start date. Personnel must hold current IMSA/IPSI Traffic Signal Technician Level II certification. Coordination with AT&T regarding utility conflicts is required, including a manhole adjustment at Lincoln Avenue South with an estimated 2-day resolution duration. The contractor must notify the Area Traffic Signal Maintenance and Operations Engineer at least 7 working days prior to beginning construction.

Electronic submission to iCX is mandatory.
