About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Kentucky Department of Fish and Wildlife Resources, issued a Request for Quote (RFQ 758 2200000047) for the procurement of a Skid Steer Sickle Mower Attachment to be delivered to the Frankfort Fish Hatchery. The solicitation seeks one unit of an Eterra skid steer sickle mower attachment (7-foot sickle bar mower or approved equivalent) with specific technical requirements including a cutting angle range of 110 degrees to -45 degrees, cutting capacity up to 2 inches, a pitmanless gearbox drive system, top serrated 2-inch sickle segments, hydraulic drive motor capability, and a flow rate of 15 to 25 GPM; the attachment must be compatible with Bobcat 7, Cat/ASV 8, and other 14-pin compatible skid steers. Vendors proposing alternate brands or specifications must submit descriptive literature demonstrating equivalency or risk having their bids deemed non-responsive. Instruction and operating manuals must be furnished for all equipment, and delivery must be FOB Destination Freight Prepaid and Allowed with the vendor responsible for all shipment and freight charges. Award will be made on a "Best Value" basis using a ranking approach allocating 90 points to Price and 10 points to Delivery, with the lowest-priced bidder receiving maximum price points and other bidders scored proportionally. Written questions were due by September 17, 2021 at 10:00 AM ET, with the closing date for submissions being September 24, 2021 at 1:30 PM ET; electronic submission through the Commonwealth eProcurement system was mandatory, with vendors required to be registered in the Vendor Self Service System at least 24-48 hours before submission. Failure to meet contracted delivery dates results in a one percent daily deduction from invoices.
Kentucky resident bidders receive reciprocal preference equal to preferences given by their home state, and qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and certain nonprofits serving individuals with disabilities receive preference equal to 15-20 percent of maximum available points. All bidders must comply with Kentucky campaign finance laws, demonstrate sales and use tax registration with the Kentucky Department of Revenue, and certify non-delinquency on state taxes and fees through execution of the Annual Affidavit under penalty of perjury before a notary public. Vendors must exclude Federal Excise Tax and Kentucky Sales or Use Tax from quoted prices. The solicitation does not specify quantities, renewal options, set-asides for incumbent vendors, or a disclosed budget range; vendors are required to submit their best pricing for the equipment. The contract includes a 30-day cancellation clause and is governed by Kentucky law, with all required documentation including Revenue Form 10A100, affidavits, and certificates of authority for foreign entities to be submitted prior to award.
