About this opportunity

Pierce County Planning & Public Works is requesting sealed bids for the replacement of Bridge #PRT27195-E on the Foothills Trail near Ski Park with a 200-foot long, two-span precast concrete girder bridge, with bids due August 26, 2026 at 1:00 p.m. and publicly opened via webcast 30 minutes thereafter. Written clarification requests must be submitted through the procurement website by 3:30 p.m. on the Thursday preceding bid opening.

The scope encompasses demolition of the existing bridge and construction of a new two-span prestressed concrete girder structure with three drilled shaft foundations, plus clearing, grubbing, grading, erosion control, traffic control, and construction of a mitigation channel connecting an unnamed stream to an adjacent wetland. The work includes extensive environmental restoration with specified native plantings (21 Western Red Cedar trees, 87 Sitka Spruce trees, and over 1,000 additional native plants and plugs). The structure is designed per 2024 AASHTO LRFD Bridge Design Specifications and 2026 Washington State Department of Transportation Standard Specification for Road, Bridge, and Municipal Construction, with construction vehicle loading limited to 27 tons gross vehicle weight. Stream work activities are restricted to dates identified in the Hydraulic Project Approval. The contract duration is 90 working days with zero utility relocation window days.

The estimated contract value is $1.325 million to $1.675 million. Bidders must submit a proposal guaranty equivalent to five percent of the total bid amount as a proposal bond on the County-furnished form or as a certified or cashier's check payable to Pierce County Treasurer. The successful bidder must execute the contract within 20 calendar days of award and provide payment and performance bonds for the full contract amount from a surety registered with the Washington State Insurance Commissioner. Insurance requirements include Commercial General Liability ($2 million per occurrence / $4 million aggregate), Automobile Liability ($2 million combined single limit), Workers' Compensation as required by Washington law, Builder's Risk ($1.5 million), and Contractors Pollution Liability ($1 million / $2 million). The contractor must maintain all insurance for 30 days after physical completion. The contract requires compliance with prevailing wage requirements. Bidders must submit a local agency subcontractor list identifying any direct subcontractors for structural steel, rebar, HVAC, plumbing, and electrical work as required by RCW 39.30.060. Proposals must be submitted electronically via the Pierce County Procurement and Contract Services website or delivered in sealed envelopes to the Finance Procurement Office, 1501 Market Street, Suite 420, Tacoma, WA 98402. In tied bid situations, Pierce County applies the highest proposed recycled materials percentage as the first tie-breaker; if tied on that factor, the award is determined by random drawing.
