About this file

This is a proposal and contract forms document for Pierce County Planning & Public Works in Washington, regarding the replacement of Bridge #PRT27195-E located on the Foothills Trail near Ski Park. The project involves the construction of a 200-foot long, two-span precast concrete girder bridge to replace the existing structure, along with associated work including clearing and grubbing, grading, replanting, erosion control, and construction of a mitigation channel connecting an unnamed stream to an adjacent wetland. The bid opening is scheduled for Wednesday, August 26, 2026, at 1:00 p.m. The proposal includes 50 line items covering preparation, grading, drainage, structure, surfacing, hot mix asphalt, erosion control, roadside planting, traffic management, and miscellaneous work. Key quantities include 140 cubic yards of roadway excavation, 148 linear feet of 5-foot diameter shaft construction, 65 tons of hot mix asphalt, 720 square yards of seeding and fertilizing, and various plantings including 21 Western Red Cedar trees, 87 Sitka Spruce trees, and over 1,000 additional native plants and plugs for habitat restoration.

Bidders must submit a proposal guaranty equivalent to five percent of the total bid amount in the form of cash, cashier's check, certified check, or proposal bond payable to Pierce County. The contract requires compliance with prevailing wage requirements and includes certifications regarding nonsegregated facilities, non-collusion and debarment status, and wage law compliance. Bidders must submit a local agency subcontractor list identifying any direct subcontractors for structural steel, rebar, HVAC, plumbing, and electrical work as required by RCW 39.30.060. The proposal form requires the contractor's license number, UBI number, industrial insurance account number, excise tax number, and employment security account number. Bidders are permitted to propose recycled materials percentages for construction aggregate and concrete, though this does not affect award determination unless bids are tied. The document indicates that addenda may be issued prior to bid opening, which must be acknowledged by the bidder at the time of proposal submission.

Proposal for Incorporating Recycled Materials into the Project

In compliance with a new law that went into effect January 1, 2016 (SHB1695), the Bidder shall propose below, the total percent of construction aggregate and concrete materials to be incorporated into the Project that are recycled materials.
