About this opportunity
The Town of Manchester, Connecticut is requesting bids on sidewalk snow removal services at 41 designated locations under ITB #26/27-4, with bids due electronically September 14, 2026 at 11:00 a.m. and questions due by September 9 at 4:00 p.m. The Town is subject to its Living Wage Ordinance, requiring covered employers (those with 25 or more eligible employees) on contracts exceeding $25,000 annually to pay $18.25 per hour with comprehensive health benefits or $26.70 per hour without such benefits.
The contractor must mobilize within one hour of Parks Department notification and clear all sidewalks from edge to edge and de-ice them within 24 hours of storm completion. The scope spans three snow event categories: 0–6 inches, 6–12 inches, and de-icing/sanding only. The Town provides sand, salt, or a mixture; the contractor supplies all labor, equipment, fuel, and other materials. Required equipment includes vehicles with plows of six feet or less, skid steers, tractors, snow blowers, mechanical spreaders, and shovels (small plows and pickup trucks permitted at four designated locations). The contractor must specify the number of workers assigned per snow depth category, maintain a minimum of two experienced equipment operators, and provide relief labor for extended storms.
The contract term covers winter seasons 2026/2027 and 2027/2028 with options to extend annually for three additional seasons (2028/2029, 2029/2030, 2030/2031) upon mutual agreement and approximately four months' notice before expiration. Bidders must submit pricing across all 41 locations and all three snow event categories to be considered responsive; award is based on the grand total. Bid prices remain firm throughout the contract term, with annual adjustments based on the U.S. Bureau of Labor Statistics Consumer Price Index beginning on the contract anniversary date. The contractor is liable for damage to curbing, cable rails, fire hydrants, and light poles and must maintain detailed storm records subject to Town supervisor review. Insurance requirements include $1,000,000 Commercial General Liability, $1,000,000 Automobile Liability, $1,000,000 Umbrella/Excess Coverage, and Connecticut-mandated Workers' Compensation. Bid opening occurs virtually via Zoom on September 14 at 11:00 a.m.
