About this opportunity
Sacramento Housing Authority Repositioning Program (SHARP) is requesting quotations for unarmed security guard services at residential properties in Sacramento and San Francisco counties under an Invitation for Quote, with quotations due October 14, 2026 and a non-mandatory pre-submission meeting on October 7.
The primary scope covers one unarmed security guard per shift for foot patrols at Edge Water Apartments (626 I Street, Sacramento) Monday through Sunday from 6:00 p.m. to 7:00 a.m., with focus on residential buildings, entrances, walkways, and resident-access areas and secondary patrol of the parking garage. The quotation must include optional pricing for expansion to Capital Terrace (1820 Capitol Avenue, Sacramento) and optional armed hourly rates for both locations. Vendors must hold all required California security licenses and permits and provide personnel trained in foot patrol, report writing, and conflict de-escalation. Daily activity reports and incident reports are mandatory.
The initial contract term is one year with optional renewal periods up to four additional years, commencing as soon as practicable following award and notice to proceed. Quotation prices must remain valid for 180 calendar days from the submission deadline.
Evaluation assigns 20 points each to responsiveness, price reasonableness, qualifications and experience, acceptance of agency contract terms, and delivery and performance schedule. All criteria except price reasonableness are Pass/Fail determinations; SHRA reserves the right to make multiple awards or award specific components.
Required submittals include W-9 forms, proof of legal entity registration, vendor contact information, sample Certificate of Insurance, and pricing proposals for the four line items. Vendors must maintain comprehensive insurance: Workers' Compensation with $1,000,000 Employer's Liability limits per occurrence, Commercial General Liability of $1,000,000 combined single limit per occurrence with $2,000,000 general aggregate, Comprehensive Automobile Liability of $1,000,000 per occurrence, and Professional Liability Insurance of $1,000,000 per claim with $2,000,000 annual aggregate. All insurance providers must be California-licensed with a minimum Best's rating of A-VII and must name eight specified entities as certificate holders. Questions are due October 9 at 5:00 p.m.
