About this file

This is an Insurance Requirements document issued by the Sacramento Housing Authority Repositioning Program (SHARP) Investment LLC, outlining mandatory insurance coverage for contractors performing work under SHARP contracts. The document establishes comprehensive insurance requirements applicable to three categories of contracts: Construction Contracts, Information Technology Managed Services (ITMS) Contracts, and Service/Supply Contracts. All insurance providers must be licensed in California with a minimum Best's rating of A-VII. Contractors must list eight specified entities as named certificate holders on all certificates of insurance: Central City LP, RVP Group LP, SHARP Investment LLC, Sierra Vista Housing Associates LP, Sutterview Housing Associates LP, Washington Plaza Housing Associates LP, RAD Pilot LP, and SHARP LLP. Certificates must include applicable endorsements and proper notification of cancellation is required within ten days for non-payment and thirty days for other reasons. Failure to maintain required insurance constitutes material breach of contract, and SHARP reserves the right to pay delinquent premiums and withhold costs from vendor payments.

Insurance requirements vary by contract type but share common baseline coverage. Construction Contracts require Commercial General Liability with minimum limits of $1,000,000 per occurrence and $2,000,000 general aggregate with a $25,000 deductible; Automobile Liability with $1,000,000 per accident limits and $5,000 deductible if vehicles are used; Workers Compensation with $1,000,000 minimum limits; and Product Liability for projects exceeding $5,000 with SHARP named as loss payee. ITMS and Service/Supply Contracts require similar General Liability, Automobile, and Workers Compensation coverage, with the addition of Professional Liability ($1,000,000 per claim and aggregate) for professional services and Cyber Liability ($1,000,000 per claim) if the contract involves personal identifying information or data breach vulnerability. All deductibles and self-insured retentions require Risk Manager approval, and infrastructure projects exceeding one million dollars are subject to General Counsel review for alternate limits determination.
