About this opportunity
The Illinois Department of Transportation (IDOT) is soliciting bids for construction of Segment 7 of the Des Plaines River Trail in the Village of River Grove, Cook County, with electronic bids due September 18, 2026 at 12:00 p.m. via the iCX (Integrated Contractors Exchange) system.
The scope comprises a 1.26-mile shared-use path extending from Strieby Drive to Fullerton Avenue, including aggregate and hot-mix asphalt shared-use paths, precast concrete boardwalk, portland cement concrete sidewalk, earth excavation, portland cement concrete curb, seeding, topsoil, landscaping, and traffic signal modernization. The project is federally funded and requires extensive environmental and regulatory compliance: SWPPP, USACE Section 404 permit, MWRD permit, and IEPA permit. Tree protection and removal are restricted to pre-April 1st operations. Regulated substance removal at six identified sites must meet specific contamination sampling parameters. Utility coordination is required with AT&T, Comcast, ComEd, MWRD, Nicor, and Sprint. Traffic control on arterial roadways is subject to liquidated damages for lane closure violations. Contractor staging must remain within defined perimeter erosion barriers, and existing trees must be protected through fencing and trunk protection. Wetland access is limited to approved matting or mulch systems.
Contract completion is October 31, 2027, with 10 working days permitted for cleanup and punch list items following roadway opening to traffic. The contract will be awarded to the lowest responsive and responsible bidder. Bids will be publicly opened immediately upon the 12:00 p.m. closing on September 18, 2026.
