About this opportunity
The Oakwood Consolidated School District, in partnership with the Ohio Facilities Construction Commission (OFCC), is soliciting architect/engineer (A/E) professional services through a Request for Qualifications (RFQ) for comprehensive renovations to two elementary schools: Harman Elementary (70,084 square feet, constructed 1909) and Edwin D. Smith Elementary (83,563 square feet, constructed 1928). The selected A/E firm will be responsible for developing a Program of Requirements, providing complete design services including schematic design, design development, construction documents, and construction administration, while delivering innovative cost-effective swing space solutions during phased renovations scheduled from May 2027 through August 2029. The project will occur while schools remain occupied, requiring coordination across three summer breaks and two school years, with construction anticipated to commence in June 2027 and substantial completion targeted for August 2029, with professional services completion by December 2030. Required qualifications include a lead architecture discipline with secondary engineering disciplines in civil, structural, mechanical-electrical-plumbing, and fire protection engineering, plus additional service providers for land survey, environmental site assessment, special inspections and testing, technology/communications/security, kitchen/food service design, signage/graphic design, and landscape architecture. The firm must demonstrate proficiency in Building Information Modeling (BIM) and Ohio's BIM Protocol, possess relevant past project experience, show CPM schedule expertise, and exhibit the ability to design within budget and schedule constraints while collaborating with the construction manager on phasing strategies. Evaluation criteria emphasize cost and schedule performance, swing space solution effectiveness, and design quality within the specified parameters. Responses must be submitted as one electronic PDF copy of the Statement of Qualifications (Form F110-330) through OhioBuys by March 11, 2026, at 12:00 PM local time, with a maximum file size of 25 MB.
The procurement includes a mandatory 5.0 percent Encouraging Diversity, Growth & Equity (EDGE) program participation goal, with potential bonus points available for exceeding this threshold through EDGE-certified business participation. No Russian institutions or companies are permitted per executive orders, and all services must be performed only within the United States. The project utilizes a Construction Manager at Risk delivery method with no prevailing wage requirements. The estimated total project cost is $57,447,529, comprising $18,353,715 in state funding and $39,093,814 in other funding, with estimated construction costs of $49,227,160. The estimated basic A/E fee range is 6.0 to 7.0 percent of the initial total A/E fee based on construction costs, excluding additional services and reimbursable expenses. The A/E firm must maintain comprehensive insurance coverage including workers' compensation, commercial general liability with minimum limits of $1,000,000 per occurrence and $2,000,000 general aggregate, professional liability insurance scaled to the construction budget size, and pollution liability insurance where applicable, in compliance with Ohio's standard terms and conditions for A/E professional services agreements.
