About this file

This is a Request for Qualifications (RFQ) issued by the Oakwood Consolidated School District in partnership with the Ohio Facilities Construction Commission (OFCC) for architect/engineer (A/E) professional services. The project involves comprehensive renovations to two elementary schools: Harman Elementary (70,084 square feet, originally constructed in 1909 with multiple additions) and Edwin D. Smith Elementary (83,563 square feet, originally constructed in 1928 with two additions). Both facilities serve grades PK-6 and are located in residential areas in Oakwood, Ohio. The renovations will address building systems, with certain components such as sloped slate roofs to be replaced in kind. Renovations will occur while schools remain occupied and in use, requiring a phased approach over approximately two years from May 2027 through August 2029, encompassing three summer breaks and two school years. The selected A/E firm must develop a Program of Requirements, provide complete design services including schematic design, design development, construction documents, and construction administration, and deliver innovative cost-effective solutions for swing space during renovations. The response deadline is March 11, 2026, at 12:00 PM local time. One electronic PDF copy of the Statement of Qualifications (Form F110-330) must be submitted through OhioBuys, with a maximum file size of 25 MB. Construction is anticipated to commence June 2027, with substantial completion targeted for August 2029 and professional services completion by December 2030.

The estimated total project cost is $57,447,529, comprising $18,353,715 in state funding and $39,093,814 in other funding, with estimated construction costs of $49,227,160. The estimated basic A/E fee range is 6.0 to 7.0 percent of the initial total A/E fee based on construction costs, excluding additional services. The project utilizes a Construction Manager at Risk delivery method with no prevailing wage requirements. An EDGE (Encouraging Diversity, Growth & Equity) program participation goal of 5.0 percent is required, with potential bonus points for exceeding this threshold through EDGE-certified business participation. The lead A/E discipline must be architecture, with required secondary engineering disciplines including civil, structural, mechanical-electrical-plumbing, and fire protection engineering. Additional service providers are required for land survey, environmental site assessment, special inspections and testing, technology/communications/security, kitchen/food service design, signage/graphic design, and landscape architecture. Evaluation criteria emphasize the firm's ability to design within budget and schedule, collaborate with the construction manager on phasing, provide swing space solutions, demonstrate CPM schedule experience, deliver relevant past project experience, and show proficiency in Building Information Modeling (BIM) and the State of Ohio BIM Protocol. Services will be performed only within the United States, and no Russian institutions or companies are permitted per executive orders.

Project Overview

A. Project Description

Renovations to Harman Elementary (Harman) and Edwin D. Smith Elementary (Smith).

Harman serves grades 1 through 6 on a site 2.20 acres in size within a residential area. Harman has a basement and two stories above grade. Harman was originally constructed in the year 1909 and has had four additions since it was originally constructed. Three classroom additions were constructed in the years 1949, 1960, and 2003 with sizes of 18,739, 4,170, and 13,878 square feet (sf), respectively. The fourth addition was a stairwell constructed in the year 1998 which is 366 sf in size. The total size of Harman is 70,084 sf.

Smith services grades PK through 6. Smith has a basement and three stories above grade on a three acre site also within a residential area. Originally constructed in the year 1928, Edwin D. Smith had two building additions, a 16,244 sf gymnasium addition constructed in the year 1968 and a 12,606 square foot classroom addition constructed in the year 2003. The total size of Smith is 83,563 sf.

Both elementary schools are planned to be fully renovated, with most of each building’s systems being either repaired or replaced. Certain building components, such as the sloped slate roofs, will be replaced in kind.

Renovations to Harman and Smith will occur while they are occupied and in use. The A/E will be responsible for working with the construction manager and the Contracting Authority to develop a renovation phasing plan for each building. It is anticipated that the renovation schedule will occur over a two year duration consisting of three summer breaks and two school years, May 2027 through August 2029. Phasing the renovations will require swing space for both student populations and staff.

B. Scope of Services

Upon award of the Agreement and issuance of the notice to commence services, commence by developing the Program of Requirements (POR).

All design services required for the complete renovations of both elementary schools as detailed in the building assessments shall be provided by the selected A/E. These design services include, but are not limited to, developing specifications through field inspections and laboratory testing associated with the removal of all hazardous materials, and providing architectural and engineering services.
