About this opportunity

The Town of Glastonbury, Connecticut, Water Pollution Control Division, is soliciting bids for sewage sludge and wastewater hauling and disposal services, with bids due November 10, 2026, at 11:00 a.m. The Town states that this is not a set-aside contract, and it sets no local-vendor or certification preference. A qualified bidder must bid both services, and the award goes to the lowest overall five-year bid total cost.

Sludge comes from the Water Pollution Control Facility at 2149 Main Street. Wastewater comes from the Eastbury Pump Station at 35 Roaring Brook Plaza and is hauled to the same facility for disposal. The Town cites sludge generation of approximately 670 dry tons and 2.60 million gallons per year, based on a four-year average, and wastewater averaging approximately 685,705 gallons per year. Bidders must have at least three years of similar sludge and wastewater transportation experience, provide four references, and submit agreements with three permitted disposal facilities, one primary and two alternates. Tankers must hold a minimum of 6,500 gallons.

Required insurance includes workers' compensation (statutory), commercial general liability ($1,000,000 per occurrence/$2,000,000 aggregate), automobile liability ($1,000,000 per accident), umbrella/excess liability ($1,000,000), and pollution liability ($1,000,000 each claim/$1,000,000 aggregate). The Town must be named additional insured with a waiver of subrogation. Bidders must post a bid bond equal to 10% of the total bid and execute annual performance and payment bonds in the full annual contract price. The five-year term runs July 1, 2027, through June 30, 2032, with automatic annual extensions unless the Town terminates on 90 days' written notice. Payment is due within 30 days of invoice, based on quantities multiplied by unit rates.

Evaluation uses a five-year average unit cost for sludge in the 5.0% to 7.9% solids categories, multiplied by 2,585,250 gallons, plus a five-year average wastewater unit cost multiplied by 685,700 gallons. Bidders must enter both a numeric and a written total bid amount, and unit costs must include all costs to the Town with no additional fees. Bids are submitted through the Town's Bonfire portal at glastonburyct.bonfirehub.com, and the public opening occurs via Zoom at the same time as the deadline. Technical questions go to Jeff LeMay, Director of Wastewater, Refuse and Recycling, and administrative questions go to Gina Consiglio, Purchasing Agent. The solicitation is posted in Hartford County.
