Offerors must be Hawaii-licensed motor vehicle dealers maintaining an office in Hawaii with personnel available during regular business hours.

The scope requires one Type 1 vehicle (Ford F-350 Super Duty or equivalent) and one Type 2 vehicle (Ford F-250 Super Duty or equivalent), each model year 2016 or newer with 50,000 miles or less. Both must include four-wheel disc brakes with ABS, electronic stability control, and multiple airbags. All vehicles must be individually identified by make, model, year, and VIN with preliminary State approval before inspection. Vehicles must be delivered with clean and clear titles, valid Hawaii Safety Inspection Certificates, registration, and title documents. A written used vehicle warranty per Hawaii Revised Statutes Chapter 481J is required unless the vehicle is five years old or older with over 75,000 miles at sale.

Delivery windows are January–March 2027 for the first Type 1 vehicle, April–June 2027 for the Type 2 vehicle, and July–September 2027 for the optional Type 1 vehicle, with all vehicles delivered to 729 Kakoi Street, Honolulu, Hawaii 96819. The State will conduct inspections prior to acceptance. Award is based on lowest combined cost for all three vehicles; unit bid prices must be all-inclusive of labor, materials, transportation, delivery, taxes, title fees, and all other costs.

Required insurance includes General Liability of $1 million per occurrence and $2 million aggregate, and Automobile Liability of $1 million combined single limit per occurrence.
