About this opportunity
The State of Alabama Office of the Chief Procurement Officer is requesting proposals for HVAC controls maintenance at the Attorney General Building, 501 Washington Avenue, Montgomery, Alabama, with proposals due September 15, 2026. The vendor must employ a factory-trained, Trane-certified technician with capability to download and install Trane Tracer proprietary software updates — this is a sole-source equipment requirement that filters qualified bidders.
The scope covers comprehensive maintenance for the building's Trane Tracer building automation system during October 1, 2026 through September 30, 2027, including biannual inspections of two Trane Building Control Units, annual service inspections of seventeen Trane MP581 Air Handling Units and one chilled water plant controller, biannual electronic inspections of 155 VAV boxes, annual Variable Frequency Drive maintenance, and a block of sixteen hours annually for diagnostic and repair service calls. The vendor must employ a minimum of two technicians with at least five years of experience, provide evidence of successful completion of Trane Tracer OEM training on installation and commissioning, deliver OEM training at the local Trane office, and develop on-site operator proficiency. Replacement parts are OEM-sourced only; humidity sensor elements are included but all other parts are excluded from the maintenance agreement. Extended premium onsite repair coverage with twenty-four-hour, seven-day emergency availability is required, with vendor offices located within fifty miles of the facility and technician response within one hour of call placement.
The estimated contract value is $25,000 total, not to exceed, with potential annual renewals for up to five years. Service is invoiced quarterly in arrears based on total yearly cost. A site visit may be arranged by contacting Bobby Smith at bobby.smith@rpm.alabama.gov or 334-301-1526. Vendors must be registered in Alabama Buys and comply with Alabama sales tax registration, E-Verify enrollment, the Beason-Hammon Alabama Taxpayer and Citizen Protection Act, and non-collusion certification. Price escalation is capped at 5 percent of annual contract cost if requested.
