About this opportunity

The State of Louisiana, Office of State Procurement, is requesting sealed bids for meat and cheese products (RFx 3000026544) for the Department of Corrections Wakefield Prison Enterprises facility, with bids due August 18, 2026 at 10:00 a.m. Central Time via the LaGov Vendor Portal and online bid opening at that same time.

Louisiana preference applies to bidders whose workforce comprises at least 50% Louisiana residents, with additional cost premiums available for Louisiana products (up to 10%), further-processed Louisiana products (up to 7%), and U.S.-manufactured products (up to 5%).

The scope comprises approximately 200,000+ pounds across 32 line items: chicken leg quarters, livers, and gizzards; turkey, pork, and beef products in whole cuts, processed forms, patties, and prepared items; and cheese products (whole loaf and sliced American). All meat, poultry, and seafood products must comply with Louisiana Department of Agriculture and Forestry grading and certification requirements and meet USDA and FDA labeling standards. Dairy products must conform to Louisiana State public health laws and Dairy Stabilization Board regulations. Chicken products must be sourced from disease-free birds, solidly frozen at delivery with no evidence of defrosting or refreezing, blast frozen upon loading, and packed in plastic-lined boxes on 40" x 48" non-returnable pallets with secured monofilament or plastic banding. All products must have processing dates stamped within 90 days of delivery (120 days for Pollock, line 11).

Delivery is mandatory to Wakefield by Thursday, September 10, 2026, Monday through Thursday, 7:00 a.m. to 1:00 p.m. Central Time, with 24-hour advance scheduling via refrigerated trucks. No Friday deliveries are permitted. Unit prices are F.O.B. Destination with title passing upon receipt. Bids must remain firm for a minimum of 30 days from submission. Lines 2 and 32 (cheese) will be awarded on a grouped basis to the overall lowest responsive bidder; all other lines are awarded individually to the lowest responsive and responsible bidder. Vendors must be registered in LaGov prior to submission and must comply with E-Verify, debarment certification, and non-discrimination requirements.
