About this opportunity

The City of Newark, New Jersey is soliciting bids for a Senior Nutrition Food Program through an electronic procurement portal, seeking a vendor to provide approximately 250 nutritional meals daily across five senior centers. The contract will run for twelve consecutive months with two potential one-year renewal options, with meals to be served Monday through Friday between 12:00 pm and 1:00 pm and deliveries required by 11:30 am. Meals must meet specific nutritional requirements, providing approximately 800 calories per meal and including hot and cold options with various protein choices, vegetables, starches, breads, beverages, and desserts, with mandatory gluten-free and vegetarian options. Bidders must demonstrate at least two years of business experience, provide food inspection certificates, submit certified food production manager credentials, and include sample menus with nutritional analysis. The electronic bid submission deadline is February 6, 2025, at 10:15 am, with bids to be publicly opened and read aloud immediately following the submission deadline. Vendors will be evaluated based on their ability to meet nutritional specifications, operational capabilities, and compliance with federal, state, and local food preparation regulations.

The procurement opportunity appears open to all qualified vendors, with no specific set-aside designations explicitly mentioned in the documents. Bidders must complete several mandatory forms, including Equal Employment Opportunity documentation, Americans with Disabilities Act compliance forms, Ownership Disclosure statements, and Political Contribution Disclosure forms. Vendors must also complete a Disclosure of Investment Activities in Iran form, certifying they have no prohibited investments. While a specific budget range is not detailed, pricing will be structured on a per-meal basis, with the City reserving the right to adjust meal quantities. Potential vendors must submit a W-9 form and demonstrate comprehensive compliance with various municipal procurement requirements. The City has not disclosed information about incumbent vendors, and no specific technology integration requirements were outlined in the procurement documents. Vendors should be prepared to provide meals for approximately 250 seniors daily across five different senior center locations in Newark.
