About this opportunity
The Los Angeles County Metropolitan Transportation Authority (LACMTA) is requesting proposals for a Self-Performing Construction Work Feasibility Study under RFP PS136577(3), with proposals due October 13, 2026 at 11:00 a.m. and a pre-proposal conference scheduled September 22, 2026 at 2:00 p.m. via Microsoft Teams. No SBE/DVBE participation goal has been established; however, proposers must afford maximum opportunities to SBE/DVBE firms if subcontracting opportunities are identified.
The scope requires a comprehensive feasibility analysis assessing whether LACMTA can effectively self-perform selected construction scopes—concrete, structural steel, earthwork, utilities, and interior finishes—using internal labor instead of subcontracting. Seven tasks (A through G, with G optional) must be completed within five months. Task deliverables include a kickoff meeting, written plan and schedule, data collection from three comparable heavy civil projects, risk identification and mitigation analysis including safety and regulatory compliance, legal oversight and labor/procurement assessment, financial and operational analysis with implementation strategy, and comprehensive reporting with visual aids. The feasibility report must include detailed cost comparison models, Critical Path Method and Key Performance Indicator schedule analysis, ISO 9001 quality assurance frameworks, and Building Information Modeling integration plans. Analysis must address labor resource planning aligned with Project Labor Agreements and Community Workforce Agreements, and comply with Cal/OSHA Title 8, OSHA 29 CFR 1926, and prevailing wage requirements. An optional verbal presentation to the Metro Board may be requested.
The contract is awarded on a firm fixed price basis with a five-month performance period, extendable for the optional task. Pre-qualification is required regardless of contract amount. State and local funds will support the contract, subject to fiscal year funding availability. Proposals must not exceed 50 pages (excluding certifications and resumes) and must be submitted in four volumes—technical proposal, certification forms, price proposal, and DEOD forms—in searchable Adobe PDF format. Pricing must be submitted using Form 60 (Professional Services Cost/Price Summary) with fully burdened rates. Questions are due September 25, 2026. LACMTA reserves the right to conduct discussions, request best and final offers, and reject any or all proposals. Proposers must comply with LACMTA's administrative requirements, including ethics declarations, SBE/DVBE forms, general certifications, and 49 CFR Part 655 certificates of compliance regarding alcohol and drug prevention in transit operations.
