About this file
This is an Evaluation Criteria document applicable to state and local contract opportunities. The document establishes the framework for assessing and ranking proposals submitted in response to competitive solicitations. The evaluation criteria are designed to provide transparent, objective standards against which all bids and proposals will be measured. The specific evaluation categories, weighted point distributions, and scoring methodologies outlined in this exhibit serve as the foundation for determining proposal quality and contractor capability. These criteria typically address factors such as technical approach, pricing, past performance, qualifications, capacity, and alignment with project requirements. The document functions as a critical component of the procurement process, ensuring that award decisions are made based on predetermined, equitable standards communicated to all potential bidders prior to submission.
The evaluation framework establishes weighted point values and scoring ranges that allow evaluators to systematically assess multiple proposal elements and reach comparative conclusions about competing offers. This structured approach ensures consistency across all evaluations and provides accountability in the selection process. By publishing evaluation criteria in advance of the solicitation deadline, government entities enable bidders to prepare comprehensive, competitive proposals that directly address the stated priorities and requirements. The criteria typically include provisions for both qualitative assessment and quantitative scoring, with higher-weighted categories reflecting the project's most critical success factors.
