About this opportunity
The New York State Department of Public Service is requesting bids on security services for operations in Albany, Latham, and New York City under an IFB with bids due August 7, 2026 and written inquiries due July 13, 2026. The procurement carries a 30% Minority and Women-Owned Business Enterprise (MWBE) participation goal and a 6% Service-Disabled Veteran-Owned Business (SDVOB) goal.
The scope covers security personnel for monthly New York State Public Service Commission Session meetings (12 to 16 events annually) and daily services at the Latham office. The solicitation is divided into two bidding regions: New York City (Bronx, Kings, New York, Queens, and Richmond counties) and the Capital Region (Albany, Columbia, Greene, Rensselaer, Saratoga, Schenectady, and Schoharie counties). Up to three responsible and responsive bidders per region may be selected. Security personnel must be New York State certified and either current or former law enforcement officers; they may be required to be armed at specific events. Personnel must arrive 60 minutes prior to scheduled event start times.
Bidders must submit fixed prices for one year on the Bid Tabulation Form, with prices subject to annual adjustments not exceeding 3.5% upon written request with justification. The resulting contract will run for three years with the option for two one-year renewals, subject to approval by the New York State Attorney General's Office and the Office of the State Comptroller. Payment will be issued within 30 days of invoice submission following service delivery. Mandatory bid submission includes a Proposal Cover Sheet, Bidder Information Form, Bid Tabulation Forms, and Past Performance References Form (minimum three references from 2021 to date). Bids must comply with Article 15-A of the Executive Law and standard New York State terms and conditions, including prevailing wage requirements where applicable. The Department anticipates contract selections by August 14, 2026 and contract approval by September 1, 2026. Award of a contract does not guarantee that a selected firm will be requested to perform services on any particular occasion.
