About this opportunity

The Maryland Department of Labor is soliciting proposals through a Purchase Order Request for Proposals (PORFP) for Security Scorecard software licenses under the COTS 2012 Master Contract, with proposals due August 6, 2026 at 9:00 a.m. EDT. This procurement is restricted to authorized Master Contractors under the existing COTS 2012 Master Contract (060B2490021) — a mandatory vehicle that eliminates open competition.

The Department requires continuous third-party cybersecurity risk monitoring and management to assess the external security posture of vendors and third parties in its portfolio. The scope includes up to 57 SSCPLAT+1 monitoring licenses across multiple line items and AVD Enhanced Illumination services (1 license each). Service delivery spans two one-year periods: August 14, 2026 through August 13, 2027, and August 14, 2027 through August 13, 2028. Place of performance is the Maryland Department of Labor, 100 South Charles Street, Tower I, Suite 5000, Baltimore, Maryland 21201.

Master Contractors must provide manufacturer-authorized reseller status for Security Scorecard, supported by a Letter of Authorization and manufacturer's suggested retail price screenshots. Pricing must remain valid for at least 90 days after the proposal due date. Bidders must submit estimated ship dates and lead times.

This is a fixed-price solicitation with no small business reserve. Evaluation criteria are conformance to scope of work and price, with award to the responsive and responsible Master Contractor offering the most advantageous offer. Questions are due July 31, 2026 at 12:00 p.m. EDT. Responses must be submitted electronically through eMaryland Marketplace Advantage (eMMA) or via password-protected email to the Agency Point of Contact. Invoicing for one-time items must occur within 30 days of acceptance; annual pricing items are billed annually beginning within 30 days of contract start.
