About this opportunity
The Kansas Bureau of Investigation is requesting proposals for security equipment, system maintenance, and support services across eight statewide locations, with proposals due July 30, 2026 at 2:00 p.m. CST. Written questions must be submitted by July 2, 2026. This is an indefinite-quantity contract with no guaranteed volume commitments.
Bidders must demonstrate a minimum of five years of continuous active participation in the applicable industry and be authorized to install, maintain, and support Honeywell Pro-Watch, Milestone, Axis, and Avigilon software and hardware products. All proposed personnel must pass background checks and complete KBI-required CJIS Security Training Certification, confidentiality agreements, and security forms prior to facility access. A current Kansas Tax Clearance Certificate from the Kansas Department of Revenue must accompany all bid responses.
The scope encompasses installation, maintenance, support, and upgrades of cameras, intrusion and fire alarm systems, access control systems, token readers, keypads, door hardware and locks, glass break detectors, motion sensors, DVR/NVR equipment, call boxes, vehicle barriers, cabling, and network connections at the Kansas Bureau of Investigation headquarters and offices in Topeka, Wichita, Great Bend, Lenexa, Pittsburg, Garden City, and laboratories in Topeka, Great Bend, Kansas City, and Pittsburg. Service delivery must cover standard business hours (Monday–Friday, 8:00 a.m.–5:00 p.m. CST) with extended after-hours, weekend, and holiday availability. Response times range from 15 minutes for critical issues to one business day for low-priority requests. All security equipment and system components must include a minimum one-year warranty beginning upon successful installation, with warranty costs included in the proposal price.
Bidders must submit separate technical and cost proposals detailing hourly rates for standard, on-call, after-hours, weekend, and holiday service; fixed costs by location; and percentage discounts from manufacturer's suggested retail price. The vendor must deliver a Comprehensive Inventory Report within 30 days of contract execution and an annual Preventative Maintenance Schedule by July 1 each year. Pricing shall remain firm for the three-year initial contract term plus two optional 12-month renewal periods. The State of Kansas prefers single-award rather than multi-award or district-based awards. Bidders may claim eligibility for Kansas Disabled Veteran Owned Business or Certified Business categories with appropriate supporting documentation.
