About this opportunity
The Virginia Department of the Treasury, Division of Unclaimed Property, is soliciting bids for independent securities pricing, corporate actions, and related securities reference data services under IFB #BPM095227, with proposals due October 16, 2026 at 5:00 p.m. via the Commonwealth's eVA e-procurement portal. This procurement carries a set-aside for award priority to DSBSD-certified micro businesses or small businesses, and all bidders must submit a Small Business Subcontracting Plan with a Commonwealth goal of 42 percent of purchases from small businesses.
The scope covers comprehensive securities data services supporting the Division's portfolio: current and reliable pricing for securities held or processed; evaluated and market pricing with closing or end-of-day prices and historical data; corporate actions information including dividends, stock splits, mergers, acquisitions, bankruptcies, and liquidations; securities identification through CUSIP, ISIN, SEDOL, ticker symbols, and industry-standard identifiers; and coverage of domestic and international securities. The contractor must provide secure data access with customer support including knowledgeable specialists and procedures for escalating data discrepancies. The contract term is three years. The winning bidder must demonstrate their system to the agency.
Bidders must provide complete pricing proposals identifying all costs: annual subscription fees, user licenses, securities pricing data, corporate actions data, historical data, data feeds, API/SFTP access, implementation, training, support, additional users, additional securities or portfolios, and any other required fees. Vendor transaction fees of one percent apply, capped at $500 for DSBSD-certified small businesses or $1,500 for other businesses, per purchase order. Invoices are payable 30 days after receipt of a proper invoice or receipt of services, whichever is later, and should be submitted to trsinvoices@trs.virginia.gov. Minimum insurance coverages required include Commercial General Liability of $1 million per occurrence and $2 million aggregate, and Professional Liability/Errors and Omissions of $1 million per occurrence with $3 million aggregate. Compliance with Virginia Information Technology Accessibility Standards is required at no additional cost. The Commonwealth reserves the right to make multiple awards and cancel the contract upon 90 days' written notice.
