About this opportunity

DeKalb County Government's Department of Watershed is soliciting bids for Scott Candler Water Treatment Plant Filter Media Replacement, a capital improvement project with bids due August 17, 2026, and mandatory attendance at both a pre-bid meeting on July 7 at 11:00 a.m. and a site visit at the plant at 2:00 p.m. the same day — failure to attend both renders a bidder non-responsive. A mandatory Local Small Business Enterprise (LSBE) meeting must be attended within two weeks of advertisement; bidders must achieve 20 percent LSBE participation unless waiving through documented good faith efforts.

The scope encompasses filter underdrain equipment modifications, filter media installation, concrete repairs, air piping replacements, and ancillary work across 12 filters, with a base bid of 11 line items (A-01 through A-11), extra work items (B-01 through B-09) for unforeseen conditions, and an owner-controlled allowance representing 10 percent of base and extra work costs. The project is driven by the County's goal to meet EPA Maximum Contaminant Levels for six PFAS compounds by October 2029. Filter media manufacturers must have minimum five years' experience and ten similar installations; installation contractors must have completed at least two similar projects. Bidders must provide three references from projects completed within the previous four years and submit a bid bond equal to ten percent of the bid amount.

The contract is multi-year, commencing within ten days of Notice to Proceed and requiring full completion within 548 days, with automatic renewal on January 1st each year through December 31, 2029, unless terminated earlier. All bid prices must remain firm for the first twelve months; thereafter, price escalations require updated price lists and Director of Purchasing and Contracting approval. Bidders must carry worker's compensation and professional liability insurance with combined single limits of $1,000,000, naming DeKalb County as an additional insured, and comply with the DeKalb County First Source Jobs Ordinance requiring good faith efforts to hire fifty percent of jobs from the First Source Registry of qualified DeKalb County residents. Written questions are due July 24, 2026, at 5:00 p.m. Sealed bids must be submitted via the County's eProcurement Portal by August 17, 2026, at 3:00 p.m. The County will award to the lowest responsive and responsible bidder and reserves the right to make single or multiple awards by line item.
