About this file
Summary
This Invitation to Bid (ITB) is issued by DeKalb County Government's Department of Watershed for the Scott Candler Water Treatment Plant Filter Media Replacement project. The project focuses on rehabilitating existing filters within the plant as a capital improvement effort to preserve reliability, performance, and regulatory compliance, with the goal of meeting EPA Maximum Contaminant Levels (MCL) for six PFAS compounds by October 2029. The scope of work includes filter underdrain equipment modifications, filter media installation, concrete repairs, air piping replacements, and ancillary work across 12 filters. The base bid consists of 11 line items (A-01 through A-11), extra work items (B-01 through B-09) for unforeseen conditions, and an owner-controlled allowance representing 10 percent of base and extra work costs. A mandatory pre-bid meeting is scheduled for July 7, 2026, at 11:00 a.m. via Microsoft Teams, followed by a mandatory site visit at the Scott Candler Water Treatment Plant at 2:00 p.m. the same day; failure to attend both events renders a bidder non-responsive. Written questions must be submitted by July 24, 2026, at 5:00 p.m., and sealed bids are due by August 17, 2026, at 3:00 p.m. via the County's eProcurement Portal. The contract is multi-year in nature, commencing within ten days of written Notice to Proceed and requiring full completion within 548 days, with automatic renewal on January 1st each year until December 31, 2029, unless terminated earlier.
Bidders must submit pricing separately on the price schedule or face rejection as non-responsive. The County will award the contract to the lowest, responsive, and responsible bidder and reserves the right to make single or multiple awards by line item. All bid prices must remain firm for the first twelve months; thereafter, price escalations require submittal of updated price lists and approval by the Director of Purchasing and Contracting. Bidders must meet experience and qualification requirements, including manufacturers with minimum five years' experience and ten similar installations, and installation contractors with at least two similar projects. A mandatory Local Small Business Enterprise (LSBE) meeting must be attended within two weeks of advertisement, and bidders must achieve 20 percent LSBE participation unless waiving through documented good faith efforts. Bidders must provide three references from projects completed within the previous four years, submit a bid bond equal to ten percent of the bid amount, and comply with federal work authorization requirements. Additional requirements include worker's compensation and professional liability insurance with combined single limits of $1,000,000, naming DeKalb County as an additional insured; performance and payment bonds; and compliance with the DeKalb County First Source Jobs Ordinance requiring good faith efforts to hire fifty percent of jobs from the First Source Registry of qualified DeKalb County residents.
