About this opportunity
The City of Arvada is requesting proposals for the upgrade, replacement, and refurbishment of approximately 66 school zone flasher installations serving roughly 30 public and private schools throughout the city under RFP 26-PWT-032, with proposals due August 25, 2026, at 2:00 PM MT. This is a best-value procurement evaluated on qualifications, experience, and performance data rather than price alone.
The scope encompasses replacement of aging equipment, installation of modern communication-enabled controllers, implementation of centralized software management, and integration of cellular communications across all school zone locations spanning Arvada's full geographic area. The City's preferred solution is TAPCO school flasher equipment with integrated cellular communications and AI Glance software or an approved equivalent providing comparable functionality. Contractors must hold all required licenses and certifications and submit the CoA Vendor Technology & Security Profile form.
The contract term is one year from the effective date with no option to renew, though warranty periods exceeding the term remain in full force. Pricing must remain fixed and firm throughout the contract term; vendors may offer incentive discounts from the fixed price. The anticipated implementation timeline includes 12 weeks for planning and procurement, 4–6 weeks for field installation during the summer construction window, 2–4 weeks for programming and testing, and 2–4 weeks for full operational readiness before the school year.
Evaluation criteria carry the following weights: technical approach and understanding of scope (40%); cost proposal (30%); schedule and staffing strategy (15%); software and communication capabilities (10%); and performance measures (5%). A limited number of high-scoring vendors may be invited to provide oral presentations. Required insurance includes Commercial General Liability ($1 million per occurrence / $2 million aggregate), Workers' Compensation and Employers Liability ($1 million each accident), Automobile Liability ($1 million combined single limit), and Professional Liability ($1 million per occurrence with a three-year extended reporting period), with the City endorsed as an additional insured. A non-mandatory pre-proposal meeting is scheduled for August 6, 2026, via Zoom. Questions are due August 13, 2026, at 2:00 PM MT.
