About this file

This Request for Proposal (RFP 26-PWT-032) is issued by the City of Arvada, Colorado, for the upgrade, modernization, and centralized management of approximately 66 school zone flasher installations serving roughly 30 public and private schools throughout the city. The project encompasses the replacement of aging equipment, installation of modern communication-enabled controllers, implementation of centralized software management, and integration of cellular communications across all school zone locations spanning Arvada's full geographic area from the northwest (Candelas area) to the southeast (Olde Town area). The RFP was issued on July 29, 2026, with a non-mandatory pre-proposal meeting scheduled for August 6, 2026, via Zoom. Questions must be submitted by August 13, 2026, at 2:00 PM MT, and proposals are due by August 25, 2026, at 2:00 PM MT via BidNetDirect.com. The anticipated implementation timeline includes 12 weeks for planning and procurement, 4-6 weeks for field installation during the summer construction window, 2-4 weeks for programming and testing, and 2-4 weeks for full operational readiness before the school year. The contract term is one year from the effective date with no option to renew for subsequent years, though warranty periods exceeding the term shall remain in full force.

Pricing must remain fixed and firm throughout the contract term, with vendors permitted to offer incentive discounts from the fixed price. Vendors must submit comprehensive proposals addressing technical approach and understanding of scope (40% weight), cost proposal (30% weight), schedule and staffing strategy (15% weight), software and communication capabilities (10% weight), and performance measures (5% weight). The City of Arvada is a best value agency that will evaluate proposals based on qualifications, experience, and performance data rather than price alone. The evaluation committee will score written proposals, and a limited number of high-scoring vendors may be invited to provide oral presentations. The City's preferred solution is TAPCO school flasher equipment with integrated cellular communications and AI Glance software or an approved equivalent providing comparable functionality. Contractors must meet minimum requirements including holding all required licenses and certifications and submitting the CoA Vendor Technology & Security Profile form. Required insurance coverage includes Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Workers' Compensation and Employers Liability ($1,000,000 each accident), Automobile Liability ($1,000,000 combined single limit), and Professional Liability ($1,000,000 per occurrence with a three-year extended reporting period). The City of Arvada must be endorsed as an additional insured on all applicable policies, with coverage provided by carriers holding a minimum A.M. Best rating of A-: VII and authorized to do business in Colorado.
