About this opportunity

The South Carolina Commission for the Blind (SCCB) is issuing a Request for Information on individual eye examination services, with responses due August 31, 2026 at 5:00 p.m. This is an information-gathering vehicle only and does not constitute a binding procurement or contract award.

The SCCB seeks information from physicians skilled in diseases of the eye, optometrists, and ophthalmologists capable of conducting examinations to verify whether individuals meet the federal definition of "blind person" under 34 CFR 395.1(c), which requires central visual acuity not exceeding 20/200 in the better eye with correcting lenses or an equally disabling loss of visual field. The SCCB administers Vocational Rehabilitation services and the Business Enterprise Program for blind and low-vision individuals across South Carolina.

Respondents must address five primary questions: capability and willingness to conduct examinations, current service provision, estimated cost per examination, geographic service areas, and general thoughts on providing services to SCCB consumers. Required submission content includes a cover letter with company and contact information, company background and relevant experience, answers to the five information questions, and any additional relevant information. Respondents must clearly identify proprietary, confidential, or trade secret information in accordance with South Carolina's Freedom of Information Act.

The SCCB will not pay for responses and assumes no liability for respondent costs. Submissions are due via email to Kendall Jackson, Procurement Manager, at Kendall.jackson@sccb.sc.gov. Contact: Kendall Jackson at 803-898-2059.
