Respondents must provide financial stability disclosures including bonding capacity verification, banking references, and litigation/bankruptcy disclosures.
The City's SCADA Master Plan identifies approximately $3 million in capital project funding over the five-year term as a planning estimate only, with no guaranteed minimum contract value; all capital work requires individual task order authorization and City Council appropriation approval. Required insurance includes $2 million commercial general liability, $2 million cyber liability, $2 million automobile liability, workers' compensation at statutory limits, and $2 million professional liability. The selected contractor must obtain and maintain a City of Compton business license throughout the term. Proposals must remain valid for 90 days. Evaluation weights technical qualifications and experience (35%), approach and methodology (25%), and references (10%) before opening sealed cost proposals (30%).
