(b) The City of Compton's Municipal Water Department (CMWD) service area is primarily situated within the City of Compton's corporate boundary. The CMWD's service area includes approximately 7.8 square miles, primarily within the City of Compton, and the service area population was estimated in 2020 to be 74,260.

(c) The City has recently completed a SCADA platform upgrade project to modernize the existing SCADA environment and has additionally completed a SCADA Master Plan to drive further improvements to the City's SCADA assets.

Section 1.02 PURPOSE

Section 1.04 ADDENDA

(a) Addenda to this RFP will be issued only by the Purchasing Manager and will be posted on PlanetBids and the City of Compton website. Respondents are responsible for reviewing all addenda issued prior to submitting a proposal.

Article II. SCOPE OF SERVICES Section 2.01 The City of Compton is requesting proposals from qualified SCADA integration firms to provide the following services throughout the term of this contract.

All services must comply with applicable federal, state, and local law.

Section 2.02 The selected firm will provide services that include, but are not limited to, the following:

(i) Annual Support Tasks

1) To maintain the SCADA system, the City requires the services of a SCADA integrator, on an annual basis, to provide the following:

a) Source Control System. Maintain and manage source control of the SCADA system software components including Ignition configurations, Schneider Electric program configurations, and ancillary program configurations.

b) Change Control (CR) System. Maintain and manage a documented change management system, through which the City may submit change request modifications of the SCADA system. CRs shall be planned for execution on an annual basis.

c) On-Call Support. On-call emergency support for City staff as it relates to the City's

SCADA platform and assets. Immediate telephone support available during business hours. Troubleshooting within two (2) hours of receipt of notification by the City.

Escalation to onsite support if deemed necessary within twenty-four (24) hours of receipt of notification. Integrator shall be located within one (1) hour of the City's assets to be adequately prepared for onsite support.

d) Maintenance. Perform maintenance visits for the City's assets on a discussed cadence. Systems integrator shall maintain program backups on an offsite virtualized SCADA platform to aid with maintenance and troubleshooting.

e) Software Renewals. Manage and maintain the City's SCADA software renewals, procuring and distributing licenses on an annual basis.

f) Training. Perform annual operator training to support operations staff.

g) Annual Plan Update. Assist the City in planning and budgeting for the upcoming fiscal year on an annual basis. This includes attending one or more meetings to discuss required annual and capital project support. After the meeting, prepare and submit proposals for each task order for the upcoming fiscal year.

CMWD-26-005 5

h) Cybersecurity Assessment. Perform a bi-annual assessment (twice per year) of cybersecurity practices and potential vulnerabilities for the City's SCADA system.

Provide recommendations and act on recommendations as needed.

i) Hardware Replacements. Assist the City in tracking hardware to be replaced at remote sites. Assist with procurement of hardware on an as-needed basis.

(ii) Capital Project Support

1) As identified in the City's SCADA Master Plan, there are several improvement projects the City wants the selected systems integrator to execute. Larger capital projects may be managed by general contractors, but the selected systems integrator is intended to be heavily involved in each of the projects listed below.

The SCADA Master Plan calls for $3M of funding to execute these projects over the next five (5) year term. This figure is a planning estimate identified in the SCADA

Master Plan and is provided for informational purposes only. It does not represent a guaranteed contract value, a minimum amount of work, or a commitment of funding by the City. All capital project work will be authorized through individual task orders and is subject to City approval and the appropriation of funds.

Responding firms are not required to submit project estimations as part of this RFP response.

a) Emergency Operations Center Upgrade. Disaster recovery measure to preserve and back up the entire SCADA platform in case of a critical emergency.

b) SCADA Policies and Procedures Design. Important documentation development to detail SCADA operations policies and procedures for staff use.

c) SCADA Reporting Upgrade. Project to automate the development of regulatory reports, currently done manually.

d) Well 18/19 PFAS Construction. Services specific to the controls integration for the

PFAS treatment system at Well 18/19.

e) Interconnect OIT Screen Upgrade. Current screens are hard to utilize from an operations standpoint. This project would redesign and implement new screens.

f) SCADA Standards Upgrade. Overhaul existing SCADA standards to make graphics and functionality as standardized as possible across all assets.

g) Well 16 PFAS Design/Construction. Services specific to the controls design and implementation for the PFAS treatment system at Well 16.

h) Site Process Control Design and Implementation. There is currently no documentation for remote sites and their control strategies. This effort would create these for reference.

i) I&C Standards Development. In efforts to standardize equipment procured and utilized by the City and its contractors, this would clearly set those expectations.

CMWD-26-005 6

j) System-Wide P&ID Development. As-built P&ID documents do not exist for the

City's assets. This will help accurately document the system's processes for continued improvement.

(iii) Service Documentation and Acceptance

1) The selected firm must document each on-call response, maintenance visit, change request, and task order through a work order or service ticket. All work is subject to

City inspection and acceptance. Contractor will be required to create a task sheet and schedule of completion prior to commencing assignments. After completing assignments, the contractor must send an amended task sheet detailing the completion date, supervisor initials and comments.

(iv) Subcontracting Disclosure

1) If the proposing organization must outsource or subcontract any portion of the proposed scope of services, the proposer must include a written disclosure identifying:

a) the nature of the subcontracted work,

b) the name and description of each proposed subcontracting organization, and

c) the basis for selecting that organization.

2) All proposed pricing must be all-inclusive of any subcontracted work.
