About this opportunity

The Alabama Law Enforcement Agency (ALEA) is requesting bids on night vision goggles under ITB, with proposals due July 20, 2026 and questions due July 13, 2026. Award will be made on an "all or none" basis to the lowest responsible bidder.

The scope calls for single-use monocular night vision goggle systems with White Phosphor Generation III tubes from L3 or Elbit manufacturers — a single-source specification. Goggles must meet or exceed a Figure of Merit rating of 2376, maintain a minimum 40-degree field of view, accommodate a 10-inch minimum focus distance, and weigh below 20 ounces excluding external battery packs. Required features include independently articulating monoculars with automatic stow-position shutoff, adjustable diopters, manual gain control, and auto-gated power supply compatible with standard AA batteries and optional external battery packs. Equipment must incorporate a Wilcox G24 helmet mount system and meet or exceed MIL-STD 810 environmental standards. All equipment must be new and unused, and acceptable by the original equipment manufacturer for maintenance purposes.

The contract term is 12 months with options to extend for up to four additional 12-month periods at the same pricing, terms, and conditions, subject to written approval from both the state and vendor no later than 30 days before expiration of each period. The state will pay invoices 30 days in arrears. Bidders must enter $0.00 for shipping costs. Awarded suppliers must submit E-Verify documentation and a State of Alabama Vendor Disclosure Statement. Price increases may be considered if documented by the manufacturer and cannot exceed Consumer Price Index increases for the same period; all increases require written approval from both parties. Any price decreases must be passed to the state immediately. Suppliers must accept multiple forms of electronic payment at no additional cost, including state-issued credit cards, P-cards, and EFT. Additional information requests must be furnished within five business days of receipt.
