About this opportunity

The City of Laredo, Texas Engineering Department is requesting sealed bids for the Santa Fe Park Trail construction project (FY24-ENG-81), with bids due September 2, 2026. The project is federally funded and subject to Build America, Buy America Act (BABAA) compliance — a decision-flipping constraint for sourcing.

The scope comprises constructing approximately 3,372 linear feet of 10-foot-wide concrete trail, rehabilitating and stabilizing an existing concrete channel, installing pedestrian railing, and related subsidiary work including site clearing, grubbing, cut-and-fill, subgrade preparation, conduit installation, broadcast seeding, traffic control, fence work, inlet protection, silt fence, construction entrance stabilization, and a concrete wash pit. All structural and reinforcement steel must comply with BABAA requirements.

The contract time is 120 working days. Sealed bids must be submitted to the City Secretary's Office at 1110 Houston Street, Laredo, Texas 78040 on a per-unit-of-work basis. A 5% bid guarantee (certified check, cashier's check, or bid bond) is required. For contracts exceeding $50,000, performance and payment bonds equal to 100% of the total contract price are required from a surety meeting minimum Best's Key Rating Guide standards. Contractors must provide a Certificate of Insurance with minimum combined single limits of $1 million per occurrence for commercial general liability and $1 million per occurrence for commercial automobile liability.

Federal Labor Standards Provisions and Davis Bacon Act wage determination requirements apply. Contractors must submit weekly certified payrolls and provide three local telephone numbers for emergency contact. Liquidated damages of $200 per day apply for delays beyond 120 working days. Failure to respond to emergency situations results in charges of twice the city's costs plus a $500 penalty per incident. A $50,000 contingency allowance is included in the bid schedule. The Notice of Award is expected within 90 days from the bid opening date.
