About this opportunity

Haverford Township is requesting sealed bids for sanitary sewer lining of vitrified clay sewers across various residential areas, with bids due August 3, 2026 at 10:00 a.m. via the PennBID Program. The project requires cured-in-place pipe (CIPP) lining of 8-inch sewers on Kathmere Road and Strathmore Road (base bid Item 51-1), with four additional alternate bid items for optional sections on Leedom Avenue and Mill Road. The contractor must comply with prevailing wage requirements and participate in Class A apprenticeship programs for each trade classification, along with all requirements of the Township's Responsible Contractor Ordinance.

Work must be completed within 75 calendar days, with liquidated damages of $500 per day for delays. A 10% bid guarantee via certified check or bid bond is required. Performance and labor/materials bonds equal to 100% of the contract amount are mandatory; a maintenance bond of 25% of contract price up to $200,000, then 10% above that threshold, must be issued by corporate sureties licensed in Pennsylvania and remain in effect for one year after final payment (performance/labor bonds) and two years after completion (maintenance bond). Insurance requirements include workers' compensation with $500,000 employers liability, $1 million per-occurrence commercial general liability with $2 million aggregate, $1 million automobile liability, and $1 million umbrella on a following-form basis.

Payment terms include 10% retainage until 50% completion, then 5% retainage until final payment. Award will be made to the lowest responsible bidder within 60 days of bid opening or within mutual 30-day extensions. Prospective bidders may request site evaluations at their own expense to familiarize themselves with project conditions.
