Deliverables include project management and administration; leadership commitment and goal setting; planning structure development; safety analysis of existing conditions and historical crash data; extensive engagement and collaboration with multiple City departments and stakeholders; equity considerations for underserved communities; policy and process assessments; strategy and project prioritization; and progress monitoring with transparency initiatives. The consultant must be knowledgeable of federal funding requirements and the nine mandatory SS4A action plan components.

The project is funded through a $400,000 Federal Highway Administration grant plus a $100,000 local match, with a total project budget not to exceed $500,000. The initial contract term runs from Notice to Proceed through June 30, 2029, with up to two additional one-year renewal options at the City's discretion. All proposals must remain valid for a minimum of 120 calendar days. The City Council award date is tentatively November 3, 2026. Questions are due September 24, 2026 at 10:00 a.m., and proposals must be submitted through the PlanetBids portal.

Evaluation criteria weight past performance and references at 25 percent, plan methodology and project approach at 25 percent, experience and qualifications at 20 percent, quality and responsiveness of proposal at 20 percent, and competitive pricing at 10 percent. A Conflict of Interest Form must be completed and submitted with all proposals.
