The analysis in the CSAP shall include population demographic characteristics and impact assessments by specific regions for the proposed projects and strategies. This task builds on the completed analysis and will allow socio-demographic data to be overlayed with technical transportation system data and will help inform and identify intersections and road segments of need. In doing so, the consultant will include efforts to remove barriers to and provide equal opportunities and benefits proposed and increase investment in all communities and individuals within the City.
G. CSAP Task 6: Policy and Process Changes
1) Analyze existing guidelines and create a proactive plan ensuring safety for all road users.
Assessment of current policies, plans, guidelines, standard plans to identify opportunities to improve how processes prioritize transportation safety. The Action Plan discusses implementation through the adoption of revised or new policies, guidelines, and/or standards, as appropriate. The Action Plan will discuss implementation steps for each of the selected policies or processes through the proposed adoption of revised or new policies, guidelines, and/or standards, as appropriate. The consultant will work with City Staff to develop actionable recommended policy, guidelines, or standards updates for the Chino City Council to consider adopting.
H. CSAP Task 7: Strategy and Project Selections
1) Identify the optimal projects for the City roadways with an extensive set of strategies that align with the Safe System Approach.
Identification of a comprehensive set of projects and strategies shaped by data, evidence, noteworthy practices, and stakeholder input and equity considerations that will address the safety problems described in the Safety Action Plan. These strategies and countermeasures focus on a Safe System Approach and effective interventions and consider multidisciplinary activities. To the extent practical, data limitations are identified and mitigated. Once identified, the projects and strategies should be prioritized in a recommendation list that provides time ranges for when the strategies and countermeasures should be deployed. The list of projects and the system for identifying these projects shall be contained in a GIS-style format that can be easily updated by staff as future projects implement the identified projects and strategies.
I. CSAP Task 8: Progress and Transparency
1) Develop Measurable Targets, Timelines, and Milestone Tracking
2) Develop an online Web Portal with a GIS-Map or Story Map
The Consultant shall develop a method to measure progress over time after the CSAP is developed or updated, including outcome data. Including a means to ensure ongoing transparency with residents and other relevant stakeholders can be easily updated by City Staff. The approach must include, at a minimum, annual public accessible reporting on progress toward reducing roadway fatalities and serious injuries and public posting of the Action Plan online. The following items shall be developed and present to the City for approval:
• Key Performance Indicators that track fatal and serious injury collisions
• Timeline for reviewing effect of corrective measures after implementation
• GIS Map/Story Map indicating progress towards goals with indications of completed efforts, and the ability to add new areas of interest
