About this opportunity
The South Carolina Department of Social Services (SCDSS) is procuring a Software-as-a-Service (SaaS) Foster Parent Licensing Solution through Request for Proposal (RFP) 5400025715 for Richland County. The comprehensive platform will support foster parent, kinship foster parent, and group home licensing with integrated placement modules, designed to increase family recruitment, decrease licensure approval timeframes, and enhance collaboration between public and private child-placing agencies. The solution must accommodate a minimum of 8,000 individual users, including 2,600 state employees, foster parents, prospective foster parents, kinship parents, child-placing agency staff, and group care providers. Key deliverables include configurable workflows, real-time tracking, e-signature capabilities, robust filtering and placement search functions, and bidirectional integration with the existing CAPSS case management system. Proposal questions were due by August 14, 2023, at 5:00 PM EDT, with proposals due by September 5, 2023, at 2:00 PM EDT, and award notification scheduled for October 6, 2023. The solution must be fully operational within 12 months of contract start, with a phased implementation approach prioritizing licensing functionality first.
The procurement does not include specific set-aside designations or restrictions on respondent types. The vendor must develop custom APIs to integrate with the state's existing Case Management System and meet comprehensive security requirements, including FIPS 140-3 encryption validation, HIPAA and CJIS compliance, role-based access control, and multi-factor authentication. The system must be configurable in English and Spanish and support live chat customer support for all users. Acceptable third-party security certifications include SOC 2 Type 2, HITRUST, NIST, ISO 27001, and FedRAMP P-AUB 1075. The contract will be a five-year term with a not-to-exceed budget of $5,000,000, covering all software licensing, hosting, maintenance, support, and implementation costs. The initial contract term is one year with four optional one-year renewals, and the pricing must include implementation, training, customer service, technical support, maintenance, operations, regular updates, data management, and unlimited users. Service level agreements require response within four hours for Level 1 incidents and technical support availability from 6:00 AM to 5:00 PM Eastern Standard Time, Monday through Friday.
