About this opportunity

The West Virginia Department of Transportation is awarding an open-end contract for rough cut lumber supply to District 5, with bids due September 22, 2026 at 10:30 a.m. EST and a question deadline of September 16, 2026 at 10:00 a.m. EST. The contract structure allows periodic purchases throughout the term without a fixed upfront quantity commitment.

The scope comprises 16 line items spanning rough oak lumber, poplar stakes, survey stakes, bridge timbers, deck boards, and cribbing blocks in specified dimensions. Estimated quantities range from 25 to 100 units per item. Lumber must be sound wood free from major decay and excessive wane, with sizing allowances of 1/8" to 1/4" longer and 1/16" to 1/8" thicker than required dimensions to accommodate shrinkage. Delivery is required to 2120 NW Turnpike, Burlington, West Virginia 26710 within five working days of standard orders; F.O.B. destination delivery is included in pricing, and emergency delivery charges may be billed separately. Vendors must accept orders via wvOASIS, phone, mail, facsimile, email, or other written communication.

The contract term is one year from award, renewable for up to three successive one-year periods upon mutual written consent. Vendor pricing must remain firm for the life of the contract, with unit prices prevailing in case of discrepancies.

Prior to award, vendors must register with the West Virginia Purchasing Division and comply with West Virginia Secretary of State, Tax Department, Workers' Compensation, and Unemployment Insurance requirements. Vendors must maintain Commercial General Liability Insurance of at least $500,000 per occurrence and Automobile Liability Insurance of at least $1,000,000 per occurrence. Bids must be submitted electronically through wvOASIS, by hand delivery, by mail, or by fax to 304-558-0047, and must acknowledge receipt of all addenda.
