The Missouri Department of Social Services is requesting bids for rooftop vent services at the Truman Building in Jefferson City under IFB DSS 0000000011SL, with bids due August 10, 2026 at 2:00 p.m. Central Time. A preference program for Organizations for the Blind and Sheltered Workshops (5–15 points based on commitment percentage) and Service-Disabled Veteran Business Enterprises (3 points) applies.

The scope includes annual October complete service with all-inclusive filter replacement and system maintenance, April system inspection and filter service, and individual filter replacements as authorized. Specific filter quantities are nine 24" × 24" × 2" washable filters, nine disposable pleated filters, nine disposable bag filters, and thirty-six deep-pleated media air cleaner filters (CHM or equivalent). Pricing must include all labor, equipment, and materials; alternate proposals are permitted.

The contract term runs December 1, 2026 through November 30, 2027 with four optional one-year renewal periods. The Department will award on a Blanket Purchase Agreement basis and has established a cost evaluation methodology using estimated annual quantities for comparison purposes only; actual payment is based strictly on authorized, used volumes during the contract period with no guarantee regarding quantities or expenditure amounts. Payment terms are Net 45, FOB. The contract is non-exclusive; the Department may purchase from alternative sources if beneficial. A current contract under number DSS24002001 exists with historical expenditure data available through the Missouri Accountability Portal.

The contractor assumes full liability for damages, must maintain appropriate insurance, comply with federal nondiscrimination requirements, HIPAA regulations, and E-Verify employment verification standards. Contact buyer Sheri Menteer at Sheri.Menteer@dss.mo.gov. Amendment No. 01, posted July 29, extended the closing date from August 3 and clarified water access and contractor responsibilities for preventing debris from entering drain systems.
