About this opportunity
Collier County Board of County Commissioners is requesting proposals for roofing preventative maintenance and repair services at County-owned and operated facilities under Solicitation No. 26-8650, with proposals due August 10, 2026 at 3:00 PM EST. The County intends to award Primary, Secondary, and Tertiary contractors to ensure service continuity across approximately 1.8 million square feet of roofing spanning 28 roof system types (metal, shingles, tiles, modified bitumen, TPO, PVC, EPDM, and specialty systems) at multiple locations.
Scope includes inspections and assessments, comprehensive preventative maintenance, and urgent and non-urgent repair services; roofing replacements are excluded and managed under a separate County contract. Urgent services must be available 24/7/365 with contractor acknowledgment within four hours and on-site response within six hours. Non-urgent services require acknowledgment within two business days and service commencement within five days of purchase order receipt. Any inspection report recommending roof replacement is subject to independent review by a separate qualified vendor or County staff with subject matter expertise; the contractor must cooperate fully and provide supporting documentation.
Bidders must hold a valid Florida Roofing Contractor license, provide ANSI certification or equivalent for sheet metal fabrication, and demonstrate certification by major roofing manufacturers. References from three to ten similar projects completed within the last five years are required. Pricing must include unit rates per square foot for each of the 28 roof system types and fully burdened hourly rates for three labor classifications (Foreman, Roofer, Laborer) with separate rates for non-urgent and urgent services. Materials and parts are limited to a maximum 15% markup; travel time, mileage, mobilization, and trip fees must be incorporated into hourly rates. Prices remain firm during the initial two-year contract term.
The historical spending pattern is approximately $2.12 million over the current agreement term. The contract term is two years with two optional two-year renewal periods. Evaluation weighs Cover Letter/Management Summary at 10 points, Cost of Services at 45 points, and Experience and Capacity of the Firm at 45 points.
Opportunity text
The intent of this solicitation is to award roofing Contractors who will provide inspections and assessments, roofing repairs and comprehensive preventative maintenance services for County-owned and operated facilities in order to minimize operational downtime and for facilities to be maintained in top operating condition. The Countys buildings cover multiple locations, and the awarded Contractor(s) shall be capable of handling the preventative maintenance and repairs of all locations. Approximate square footages are defined in the Building Inventory attached and are for informational purposes only. See Exhibit A-1 and A-2. Roofing replacements are not covered under this Scope of Work. Roofing replacements are managed under a separate County contract. To ensure objectivity and avoid conflicts of interest, any inspection report recommending roof replacement shall be subject to an independent review conducted by: (a) a separate qualified vendor under contract with the County, or (b) County staff who possess the requisite subject matter expertise. The Contractor shall fully cooperate with the independent review process, including providing supporting documents and any other materials reasonably required to validate the findings.
