About this opportunity

The Hawaii State Department of Education is requesting proposals for a robust cloud-based learning management system serving K-12 environments under RFP D27-031, with proposals due October 1, 2026 by 4:30 p.m. Hawaii Standard Time and written questions due September 10, 2026.

The scope is a comprehensive SaaS LMS supporting online, blended, and traditional classroom delivery. The system must integrate with Infinite Campus, Learnsoft, Microsoft Azure Active Directory, Google Workspace, and Genius student information systems; include learner tools, course development, student engagement, integrated video platform, and advanced administration capabilities; comply with WCAG 2.1 and 2.2 Level AA accessibility standards; and deliver secure AI features with FERPA compliance, multifactor authentication, and role-based access controls. The system must achieve 99.9 percent monthly uptime with 24/7 client liaison response, nightly and weekly encrypted backups, and comprehensive disaster recovery protocols.

Offerors must demonstrate a minimum of five years' experience in LMS and support services and three years providing comparable services to K-12 institutions of similar size, with ownership and control of the SaaS products and services.

The initial contract term runs through June 30, 2030, with two optional twelve-month renewal periods contingent on mutual written agreement, continued need, and funding availability. Contract commencement is estimated for February 2027 following November 2026 contractor selection and January 2027 award. The price proposal must cover the entire five-year period with year-by-year breakdown of initial setup, implementation, licensing, project management, data migration, maintenance, professional services, training, and system administrator support. Lowest price receives maximum 10 evaluation points; higher-cost proposals receive proportional deductions. Evaluation spans 180 points for general requirements, system features, support services, security, qualifications, and price, plus 20 points for system demonstrations by priority-listed offerors, totaling 200 points. A mandatory 0.75 percent HIePRO transaction fee (capped at $5,000 annually) payable to Tyler Hawaii applies to awards. Proposals must be submitted electronically through HIePRO at https://hiepro.ehawaii.gov; free registration is available. Offerors may direct HIePRO system questions to 808-675-0130 and solicitation-specific inquiries to the Procurement and Contracts Support Specialist identified in full solicitation documents.
