About this file
This is a Request for Proposals (RFP D27-031) issued by the Hawaii State Department of Education Procurement and Contracts Branch for a robust Learning Management System (LMS) designed for K-12 environments. The STATE seeks a comprehensive cloud-based SaaS solution that supports online, blended, and traditional classroom delivery, integrating with multiple student information systems including Infinite Campus, Learnsoft, Microsoft Azure Active Directory, Google Workspace, and Genius. The system must include learner tools, course development features, student engagement capabilities, integrated video platform functionality, advanced administration tools, and secure AI features compliant with WCAG 2.1 and 2.2 Level AA accessibility standards. Proposals must be submitted electronically through the Hawaii eProcurement System (HIePRO) by 4:30 p.m. Hawaii Standard Time on October 1, 2026, with written questions due by September 10, 2026. The STATE's responses to questions will be issued by approximately September 17, 2026. The contract is estimated to commence in February 2027 following the November 2026 contractor selection and January 2027 contract award. The initial contract term extends through June 30, 2030, with the possibility of two additional twelve-month renewal periods contingent on mutual written agreement, continued need for services, and funding availability. A System Demonstration component is required for priority-listed offerors.
The price proposal must be inclusive of all costs for the entire five-year contract period, with a breakdown by year covering initial setup and implementation, ongoing licensing fees, project management, data migration, maintenance, professional services support, training, and system administrator support. The lowest price proposal will receive the maximum 10 points, with higher-cost proposals receiving proportional point reductions. Offerors must demonstrate a minimum of five years in the LMS and support services industry and three years of similar service provision to K-12 educational institutions comparable in size to the STATE, with ownership and control of the SaaS products and services. The evaluation will be conducted in two parts: Part I (180 points) covering general requirements, system features, professional support services, security and data management, offeror qualifications, and price; and Part II (20 points) for system demonstrations by priority-listed offerors, resulting in a total possible 200 evaluation points. The contract requires 99.9 percent monthly uptime, 24/7 client liaison response capability, nightly and weekly encrypted backups with disaster recovery protocols, and comprehensive security compliance including multifactor authentication, role-based access controls, and FERPA compliance. The STATE is not responsible for any delays in receipt of RFP materials through HIePRO, and a mandatory 0.75 percent transaction fee (not to exceed $5,000 annually) applies to awards administered through the HIePRO system, payable to Tyler Hawaii.
