About this opportunity
The Syracuse Regional Airport Authority is requesting proposals for roadway resurfacing work on Airport property—specifically a 2-inch True and Level mill and hot mix asphalt overlay on Colonel Eileen Collins Boulevard (inbound) and Constellation Way South—with proposals due September 25, 2026 and a question deadline of September 22, 2026.
The scope includes milling to correct pavement irregularities, surface preparation, tack coat application, 2-inch hot mix asphalt placement, traffic management, pavement striping, and site cleanup. All work must comply with NYSDOT standards, OSHA regulations, and MUTCD requirements. Contractors must demonstrate experience as a prime contractor on similar-sized projects and must not be disqualified by the State of New York or FAA. The Authority has not established M/WBE/SDVOB goals but encourages utilization when possible and requires compliance with New York State regulations on minority and women-owned business enterprises.
Proposals must include company description, experience on similar projects, scope and coordination approach, project schedule, project management staffing, and a detailed fee schedule with line-item pricing for mobilization, traffic control, milling (per square yard), material removal and disposal, surface preparation, tack coat application (per gallon or square yard), hot mix asphalt overlay (per ton), joint sealing, striping, and final cleanup.
The Authority targets work commencement October 1, 2026, with project completion required by October 31, 2026. Pre-bid inspections are encouraged and publicly accessible. Contractors must obtain comprehensive insurance including workers' compensation, commercial general liability with limits of $2 million per occurrence and $4 million aggregate, automobile liability, and excess umbrella coverage, with the SRAA and City of Syracuse named as additional insureds. Monthly progress payments will be made based on work performed using SRAA-approved forms or AIA G702 documentation. The project is funded through the Authority's general operations.
Opportunity text
The Authority is seeking proposals from qualified contractors to perform roadway resurfacing work on Airport property. The work consists of a 2-inch True and Level mill and hot mix asphalt overlay, including surface preparation, tack coat, striping, and traffic management, as described herein. The roadway serves as an active access route and experiences regular vehicular traffic. Over time, pavement conditions have deteriorated due to age, use, and environmental factors, necessitating corrective milling and resurfacing to restore roadway smoothness, drainage, and structural performance.
