About this opportunity

The City of Seattle is soliciting bids to expand an existing vendor pool for roadway construction materials, asphalt, debris disposal, and cementitious materials under ITB TR0-6850, with bids due November 9, 2026, at 1:00 p.m. and a pre-bid conference on October 19, 2026.

Scope 1 covers mineral aggregate (crushed rock, gravel, sand, base course material), hot-mix asphalt (with design compliance to WSDOT SOP 732), and debris disposal services. Scope 2 encompasses cementitious materials including Type 1 and Type 2 ready-mix concrete, non-roadway concrete mixtures, controlled density fill, and hauling services within Seattle city limits. The City established ten active contractors through prior ITB TR0-6544 (Gary Merlino Construction, Lakeside Industries Inc., Sunset Materials Inc., Newell Brothers Inc., OMA Construction Inc., Alex Tree Service LLC, Cedar Mountain Reclamation, Salmon Bay Sand & Gravel Inc., Maks Dump Truck LLC, and Maroni Construction Inc.) but identified gaps requiring pool expansion for specific scopes. Mineral aggregate currently has three contractors; asphalt and nonstandard bituminous have one or zero; disposal services have five; and cementitious materials have two. The estimated 2025 spending across Scope 1 and Scope 2 combined was approximately $6.2 million across Parks, Seattle City Light, Seattle Public Utilities, and Seattle Transportation.

Awarded contracts carry an initial one-year term with six one-year renewal options at the City's discretion. All bid prices must be all-inclusive and subject to a mandatory 3% annual rebate calculated on total City expenditures. Vendors must maintain same-day response capability for frequently ordered items, provide five business-day response for new orders, and staff an order desk 7:00 a.m. to 5:00 p.m. on business days. A 90-day trial period applies to all awards; failure to perform may trigger immediate cancellation.

Commercial general liability insurance of $1,000,000 each occurrence ($2,000,000 aggregate), business automobile liability of $1,000,000, Washington State worker's compensation, and contractor's pollution liability of $1,000,000 are mandatory. Questions are due October 26, 2026, at 5:00 p.m. Responses must be submitted electronically through the City's procurement portal.
