About this opportunity

The Montana Department of Health and Human Services (DPHHS), through the State Procurement Services Division, is requesting proposals for a statewide Emergency Medical Dispatch System to serve participating Montana Public Safety Answering Points (PSAPs), with proposals due September 23, 2026 at 2:00 PM MDT.

The scope encompasses all labor, supervision, materials, equipment, software, licensing, implementation, integration, training, maintenance, and support necessary to deploy and operate the system across 35 stations. The awarded contractor must obtain a Unique Entity ID from SAM.GOV and complete Federal Form NDA889, indicating federal funding involvement. The system must meet or exceed national criteria established by NENA, ASTM, NHTSA, NFPA, AHA, and CPR-related standards — a capability filter that narrows qualified vendors to those with established Emergency Medical Dispatch Protocol Software systems already validated against those standards.

Vendors must satisfy 28 prerequisites to bid, including Montana vendor registration, review and acceptance of the draft base service contract, acceptance of exhibits covering state and federal terms and conditions, and certification of debarment status. Mandatory proposal components include completed business information documentation, detailed responses to the Scope of Work, offeror qualifications, itemized cost proposals structured as a lump sum for services, disclosure of any pre-existing subcontractor partnerships, and identification of the specific Emergency Medical Dispatch Protocol Software System proposed. Offerors may submit contract exceptions using a provided template, though exceptions will not receive separate scoring and may be considered only within scored-criteria evaluation.

Payment terms are 0% 0, Net 30 in U.S. dollars. The RFP opened August 25, 2026. Questions should be directed to Amanda Battin, amanda.battin2@mt.gov, +1 406-444-9665.
