About this opportunity
The City of Port Angeles, Washington Department of Public Works and Utilities is requesting Statements of Qualifications from environmental consulting firms to evaluate and upgrade the City's Water and Wastewater Supervisory Control and Data Acquisition (SCADA) systems under RFQ PSA-2026-26, with qualifications due October 21, 2026 by 5:00 p.m. PST. The City affirmatively encourages small, minority-, and women-owned businesses to submit.
The scope encompasses a comprehensive SCADA Master Plan including existing-conditions assessment, stakeholder engagement, technology evaluation, future-state architecture development, and prioritized Capital Improvement Program (CIP) with construction support services across a multi-year upgrade. The Water facility operates on WinCC software with Siemens Programmable Logic Controller hardware (built 2010); the Wastewater facility's SCADA was last upgraded in 2013 and includes approximately 16 lift stations. Performance sites span 5 reservoirs, 2 pump stations, and multiple remote utility sites.
The City explicitly requires consultants to scale proposed methodology and staffing to be cost-effective and appropriate for a small city with limited budget resources, requesting a suitably scaled approach rather than the most expansive alternative. No pricing is specified; the City will negotiate a fair and reasonable price with the selected consultant following qualifications evaluation. The contract term runs through December 31, 2029, with anticipated award by December 1, 2026.
Statements of Qualifications are limited to ten single-sided pages plus resumes and must be submitted electronically to lbaack@cityofpa.us with a copy to contracts@cityofpa.us. The City will evaluate firms on responsiveness to the RFQ, relevant work experience, project approach compatibility, company reputation, and client references. Questions are due October 9, 2026. Contract award is subject to City Council approval. The City reserves the right to cancel the RFQ, reject all responses, or waive minor irregularities.
